Edition 1 · answers collected 5 October 2026.

[Read on NZBrands.ai](https://nzbrands.ai/research/nz-election-2026/editions/1/voters/s04/)

My partner and I rent, have steady jobs and are trying to save a deposit for our first home. We worry that the target keeps moving.

This is a designed voter situation, not a representative sample or a finding about everyone in that group.

## What they asked

### PF018 · Housing

My partner and I rent, have steady jobs and are trying to save a deposit for our first home. We worry that the target keeps moving. I am considering my vote in the 2026 New Zealand general election. How do the parties' housing plans differ for first-home buyers rather than existing property owners?

Study-assigned priority: Major. This is a design assumption, not a measured preference. Reason: Deposit, supply and credit access affect the stated goal.

### PF019 · Housing

My partner and I rent, have steady jobs and are trying to save a deposit for our first home. We worry that the target keeps moving. I am considering my vote in the 2026 New Zealand general election. What do parties propose about investors, land use and building more homes, and how might those choices affect first-home prices?

Study-assigned priority: Major. This is a design assumption, not a measured preference. Reason: Tax rules and development affect the housing market.

### PF020 · Tax and public spending

My partner and I rent, have steady jobs and are trying to save a deposit for our first home. We worry that the target keeps moving. I am considering my vote in the 2026 New Zealand general election. Which parties propose changes to taxes on property or capital gains, and what could those changes mean for people trying to buy?

Study-assigned priority: Major. This is a design assumption, not a measured preference. Reason: Property taxation may change distribution and incentives.

### PF021 · Cost of living

My partner and I rent, have steady jobs and are trying to save a deposit for our first home. We worry that the target keeps moving. I am considering my vote in the 2026 New Zealand general election. What policies might leave a renting couple with more money to save, and what trade-offs would they involve?

Study-assigned priority: Major. This is a design assumption, not a measured preference. Reason: Rent and living costs reduce savings capacity.

### PF022 · Infrastructure and local services

My partner and I rent, have steady jobs and are trying to save a deposit for our first home. We worry that the target keeps moving. I am considering my vote in the 2026 New Zealand general election. How do parties plan to fund the transport and water infrastructure needed for new housing?

Study-assigned priority: Secondary. This is a design assumption, not a measured preference. Reason: New developments depend on funded local services.

## How the assistants handled this voter’s main question

PF018 separates help crossing the deposit threshold from changes to underlying house prices and rents. ChatGPT makes that distinction explicit at the outset; Gemini and the Google experiences also describe entry barriers and structural affordability as different mechanisms. This is a useful policy explanation because a smaller required deposit does not itself mean a less expensive home.

AI Mode and AI Overviews supply a specific income-cap figure for a proposed low-deposit scheme, while ChatGPT places the broader comparison in a campaign snapshot. Specific numbers create a concrete next step but need a source and eligibility check. A current proposal, lender approval and the ability to service a loan are different questions.

The eventual offer of a comparison for an Auckland couple is an added location assumption: the original national scenario does not say where the couple live. That does not invalidate the initial comparison, but a follow-up should establish location and budget before describing a local effect. The scenario's tax and infrastructure questions help test the price and supply side of the same aspiration.

> For renters with steady jobs trying to bridge the gap to homeownership, the debate over how to make a deposit and beat a "moving target" is a central issue in the 2026 political landscape.

> Navigating the housing market as renters trying to save a first deposit is tough, and it is completely understandable why the target feels like it keeps moving. Ahead of the 2026 general election, the major political parties approach the housing market with distinct philosophies—balancing support for getting first-home buyers into the market versus the impact on existing property owners and residential investors.

Google AI Overviews

> As you look ahead to the 2026 New Zealand general election , the major political parties offer distinctly different visions for addressing the housing market. Their strategies outline different pathways for first-home buyers trying to enter the market versus the regulations and tax structures surrounding existing property owners and investors.

## What this can and cannot tell you

One set of answers, from made-up voters, on one day.

Each question was asked once. AI assistants vary their answers, so a repeat run would differ in wording and detail. The location comparison shows that answers differed; proving that location caused the difference would need repeat runs and verified access locations.

The voters are designed situations, not a sample of New Zealanders. The study shows what the assistants said and lets anyone check it. It does not show whether anyone changed their vote, or why the assistants answered as they did.

We read all 32 voting-guidance answers and the case-study questions in full, and checked 17 statements. We have not read all 815 answers in full or checked every policy claim.
