We own a mortgaged home in an area affected by flooding. Insurance affordability, protection works and what happens after another flood are major concerns for us.

This is a designed voter situation, not a representative sample or a finding about everyone in that group.

## What they asked

### PF119 · Climate and disaster resilience

We own a mortgaged home in an area affected by flooding. Insurance affordability, protection works and what happens after another flood are major concerns for us. I am considering my vote in the 2026 New Zealand general election. How do parties compare on flood protection, climate adaptation and helping households after disasters?

Study-assigned priority: Major. This is a design assumption, not a measured preference. Reason: Flood exposure is the defining constraint.

### PF120 · Infrastructure and local services

We own a mortgaged home in an area affected by flooding. Insurance affordability, protection works and what happens after another flood are major concerns for us. I am considering my vote in the 2026 New Zealand general election. Who would pay for flood defences under different party plans: homeowners, councils or central government?

Study-assigned priority: Major. This is a design assumption, not a measured preference. Reason: Protection works involve local and national funding.

We own a mortgaged home in an area affected by flooding. Insurance affordability, protection works and what happens after another flood are major concerns for us. I am considering my vote in the 2026 New Zealand general election. What are the trade-offs in how parties would fund climate adaptation and disaster recovery?

Study-assigned priority: Secondary. This is a design assumption, not a measured preference. Reason: Funding choices redistribute adaptation costs.

## How the assistants handled this voter’s main question

PF119 ChatGPT breaks the flood-exposed household's problem into protection funding, insurance, occupation risk and immediate recovery. That is a useful separation of prevention, ongoing affordability and what happens after an event. It also asks for a region before offering a local comparison, recognising a material missing fact.

Gemini and AI Mode lean toward a description of government philosophies and ask whether the household is more concerned about staying or relocation. AI Overviews gives a policy table covering protection, adaptation and who pays. Those frames can make options legible, but they must not imply that a household can choose a guaranteed protection or buyout entitlement simply by choosing a party.

Insurance availability depends on more than election commitments. The scenario's housing, infrastructure and tax questions preserve that complexity. It should be paired with the geographically specific Hawke's Bay case R04 to see what local facts add, while recognising that the two prompts are not an experiment isolating geography.

ChatGPT

> For a flood-prone homeowner with a mortgage, I’d separate the election question into four practical tests: (1) who pays for flood-protection works, (2) whether your home remains insurable and affordable to insure, (3) what happens if the property becomes too risky to occupy, and (4) what help exists immediately after another flood.

Gemini

> For homeowners living in flood-prone areas with a mortgage, the interplay between insurance availability, hard protection works, and post-disaster recovery is one of the most pressing structural challenges in New Zealand policy. As the general election approaches, political parties approach these issues through distinct philosophical lenses regarding government intervention, fiscal responsibility, and property rights.

Google AI Overviews

> As a mortgaged homeowner in a flood-prone area, your primary concerns regarding flood protection , climate adaptation , and disaster assistance sit at the center of the _2026 New Zealand general election_ debate. Parties differ heavily on who should pay for protection works, how strictly councils should regulate at-risk land, and the timeline for introducing a legal framework for managed retreat.

## What this can and cannot tell you

One set of answers, from made-up voters, on one day.

Each question was asked once. AI assistants vary their answers, so a repeat run would differ in wording and detail. The location comparison shows that answers differed; proving that location caused the difference would need repeat runs and verified access locations.

The voters are designed situations, not a sample of New Zealanders. The study shows what the assistants said and lets anyone check it. It does not show whether anyone changed their vote, or why the assistants answered as they did.

We read all 32 voting-guidance answers and the case-study questions in full, and checked 17 statements. We have not read all 815 answers in full or checked every policy claim.
