We own a mortgaged home in an area affected by flooding. Insurance affordability, protection works and what happens after another flood are major concerns for us.

This is a designed voter situation, not a representative sample or a finding about everyone in that group.

## What they asked

### PF119 · Climate and disaster resilience

We own a mortgaged home in an area affected by flooding. Insurance affordability, protection works and what happens after another flood are major concerns for us. I am considering my vote in the 2026 New Zealand general election. How do parties compare on flood protection, climate adaptation and helping households after disasters?

Study-assigned priority: Major. This is a design assumption, not a measured preference. Reason: Flood exposure is the defining constraint.

### PF120 · Infrastructure and local services

We own a mortgaged home in an area affected by flooding. Insurance affordability, protection works and what happens after another flood are major concerns for us. I am considering my vote in the 2026 New Zealand general election. Who would pay for flood defences under different party plans: homeowners, councils or central government?

Study-assigned priority: Major. This is a design assumption, not a measured preference. Reason: Protection works involve local and national funding.

### PF121 · Housing

We own a mortgaged home in an area affected by flooding. Insurance affordability, protection works and what happens after another flood are major concerns for us. I am considering my vote in the 2026 New Zealand general election. What do parties propose for homeowners whose property becomes difficult to insure or unsafe to live in?

Study-assigned priority: Major. This is a design assumption, not a measured preference. Reason: The home's long-term viability affects financial security.

### PF122 · Tax and public spending

We own a mortgaged home in an area affected by flooding. Insurance affordability, protection works and what happens after another flood are major concerns for us. I am considering my vote in the 2026 New Zealand general election. What are the trade-offs in how parties would fund climate adaptation and disaster recovery?

Study-assigned priority: Secondary. This is a design assumption, not a measured preference. Reason: Funding choices redistribute adaptation costs.

## How the assistants handled this voter’s main question

More explicit funding uncertainty; narrower minor-party field

Edition 3 names a National Adaptation Framework and explicitly leaves household cost-sharing unresolved, adding a useful uncertainty distinction. It drops Opportunity and Te Pāti Māori, both discussed in Edition 2, and groups ACT/NZ First together. The public-versus-private responsibility trade-off persists, but the extent of a guaranteed homeowner safety net remains an assertion to verify.

Gemini · 12 October 2026 · Earlier answer

> Navigating a mortgaged home in a flood-prone area brings deeply stressful questions about long-term insurance availability, property values, and physical safety. In the context of the **2026 New Zealand General Election**, political parties have drawn distinct lines around how they approach climate adaptation, "who pays" for infrastructure, and post-disaster recovery.

## What this can and cannot tell you

Three sets of answers, from made-up voters, on three days.

Each question was asked once per edition. AI assistants vary their answers, so part of any change between editions is that variation rather than a lasting shift. Three editions show what changed; they do not show why. News events, what the assistants retrieved and changes to the assistants themselves all remain possible explanations.

The voters are designed situations, not a sample of New Zealanders. The study shows what the assistants said and lets anyone check it. It does not show whether anyone changed their vote.

We read all 31 voting-guidance answers and each voter's main question in full, and checked 12 statements. We have not read all 793 answers in full or checked every policy claim.
